Globalizing the Programmatic Integrating Contractor Concept with Ukraine: The Only Key to Success in Developing Ukraine Information Technology (IT)

Very large programs involving governments, Information Technology (IT), the global market place, diverse resources and many international players require the constant involvement of a small top-level group with a unique blend of talents, languages, contacts and backgrounds called the 'Programmatic Integrating Contractor.' This is particularly true when the aim of the program is facilitating the development of for profit companies and a marketing infrastructure that will engage in free enterprise within the global market place of the 21st Century, as in Ukraine.
Background
Programmatic Integrating Contractors have always been a key element in international business at all stages of the enterprise, from conceptual design and implementation to design execution and system delivery
Governments, corporations and other interests must be narrowly focused, with their roles well defined. The greater the refinement of roles, the greater the tendency to differentiate lines of command and communication. Detachment is inevitable, and consistency as well as program integrity is lost. Actions will lose their connectivity. Communication failure will lead to program failure.
The free market, with its thousands of years of accumulated experience, is an open gift to the world, but access to it is difficult for players who have been excluded from the process. It is very difficult for start-up companies to function even within the free market environment without very significant support. Defense conversion in the United States, the leader among free market nations, is a reminder of how difficult it can be for the transition to be made even within the context.
Ukraine's background suggests that unusual measures, sensitive to Ukraine heritage and cultural factors, will be needed for it to make the transition and compete meaningfully in the global market place. For many reasons -- not least for the freedom loving people of Ukraine who want to enter the dynamic market place of the future -- facilitating a start will be beneficial. In fact, the visible alternatives must assuredly lead to failure. Available, proven Information Technology (IT) and the experience of India, applied with intelligence and sensitivity, can combine to assist Ukraine stand on its own and -- gradually, sustainably -- enter the global environment of the 21st Century.
The 'virtual presence' of expertise 'on demand' necessary for Ukraine's success can be provided through the Programmatic Integrating Contractor and IT.
Role of the Programmatic Integrating Contractor
The role of the Programmatic Integrating Contractor is to provide COMMUNICATION, ADVICE, and ALERTING INFORMATION for program leadership in all stages of the enterprise.
The Programmatic Integrating Contractor is the player that adds (1) consistency of vision through interfacing with all other players and (2) the detachment to give -- without explicit blame -- advance warning of potential problems and solutions at the liaison, protocol, technical and management levels. The Programmatic Integrating Contractor is the 'advance team,' the 'quality assurance team,' and the 'efficiency expert team' combined into one fully integrated unit. It derives strength from its small size, from its communication 'for and from the top,' from it's concern for assured delivery, and from its unbiased interaction at any appropriate level of the enterprise.
Without the Programmatic Integrating Contractor involvement, very large international programs have a high probability of failure. With inappropriate choice of the Programmatic Integrating Contractor team, failure can also have a high probability of failure. For success, the selection of the right Programmatic Integrating Contractor team will be decisive.
Operational Concept of Involvement of the Programmatic Integrating Contractor
When two or more nations are involved in a program, the Programmatic Integrating Contractor must have components from each involved nation. These components must have a relationship of trust across the enterprise and they must be committed to remain involved in the program from start to finish. They must understand and accommodate to the specific program and mix of players, particularly to the cultural aspect of international relationships and interests.
Liaison With and Within the Programmatic Integrating Contractor Team
Liaison with the Programmatic Integrating Contractor team must be managed as carefully as the Programmatic Integrating Contractor's interface with the relevant player. Interface of the Programmatic Integrating Contractor will be abetted by judicious selection of the IT architecture and site locations.
The Programmatic Integrating Contractor must have a single point of contact for the top level communication and periodic program review. While leadership for the Programmatic Integrating Contractor will be shared by the United States and Ukraine, with the 'single Point of Presence' unified through carefully crafted IT in two sites, one in the US and one in Ukraine, the US will provide the primary sponsor liaison.
