Project 411: Ukraine - A White Paper

Background
Ukraine has the ability to make world class products and components. 40% of all engineers in the former Soviet Union came from Ukraine. Chernobyl workers formed a cadre of outstanding professionals, but the disaster of 1986 left them in an island without recourse. All this talent is frustrated because it has nowhere to go in a market economy. Having been oppressed under a Communist regime, Ukraine does not yet have even a rudimentary marketing infrastructure.
Objective
To build an intelligent electronic business marketing liaison through which Ukrainian businesses focusing on the nuclear safety and Information Technology industries can find outlets, partnerships, development seed money, and technology in the global marketplace. Through near real time e-mail traffic, Ukrainian business products can be collated and refined, then relayed to an American site for placement on a registered World Wide Web site designed for ease of use by the global business community. Queries and answers, leads, contacts and general information will be exchanged. [The model for the architecture is an electronic version of the US-China Business Council, with which the US opened China.] The emphasis will be on facilitating SALES.
Architecture
The structure of the unit will be extremely simple and efficient. One American technology business development site using (at minimum) e-mail linking with its Ukrainian partner in the installation and dynamic growth of a Ukrainian-American/American-Ukrainian web site tentatively called "411 Ukraine" after the US telephone directory assistance service. A close relationship will exist between the two-person operation in the US and its counterpart two-person operation in Ukraine.
Proposed Site
The initial site in Ukraine should be in Kiev. As a first stage in expanding the network, the Chernobyl Center should be considered since the major interchange intended is between the engineers to the North through the power-center in Kiev to the US site and the world.
Phase I: Public
  • Establish the Web Site and Ukraine-American Linkage (Kiev-Newport News)
  • Maintain the Site by providing mechanics of formatted and unformatted submissions from Ukraine and posting to page while serving as a clearinghouse for information.
  • Report quarterly results to US and Ukraine government in a print-version Marketing Newsletter.
  • Establish a business plan for privatization.
  • Duration: 12 months.
Phase II: Public/Private
  • Extend by building at least one other site in Ukraine (target: Chernobyl Center) with the aim of ultimately networking nationwide.
  • In the US, aggressively pursue collateral funding and business opportunities within the linkup.
  • Assist in the growth of the Ukraine operation as a for-profit entity.
  • Execute Plan for Gradual Privatization.
  • Duration: 36 months.
